During the triennium 2021 - 2023 and extended year 2024, the ongoing training programmes at the international level will continue to be organized at the existing leading institutions in the member countries. These training programmes provide fully paid fellowships to the nominees of AARDO member countries. At present, Three Hundred Eighty One (381) Fellowships at AARDO's training centres of excellence located in Bangladesh, Republic of China (Taiwan), Egypt, India, Republic of Korea, Malaysia, Pakistan, Philippines, Thailand, and Zambia are available to AARDO annually. Further, in order to meet the needs of the member countries, new training programmes would be organized.

AARDO has been collaborating with the Government of the Republic of China for training of its sponsored candidates in different fields of agricultural/rural development. The Government of the Republic of China awards twenty six (26) fellowships to AARDO annually. It meets all expenses involved in the training of AARDO sponsored candidates, which include both- ways airfare, board and lodging, tuition fee, study material and local transportation on study visits, etc. The training programmes are being organized in International Centre for Land Policy Studies and Training (ICLPST), Taiwan International Cooperation and Development Fund (Taiwan ICDF) and AVRDC - The World Vegetable Centre East and Southeast Asia, Bangkok, Thailand.
The Government of the Republic of China has been conducting training programmes on "Land Policy for Sustainable Rural Development" and "Agricultural Development and Policy" at the International Centre for Land Policy Studies and Training (ICLPST). The course is designed for the training of senior level officials or educators in land settlements, land reforms, cooperatives, agricultural development, agricultural credit, agricultural extension and supporting services and rural development planning. Keeping in view of the relevance of this programme to the needs of the member countries, collaborative arrangements have been made with the Government of the Republic of China during 1988 for training of AARDO sponsored candidates in the above field. The Asian Vegetable Research and Development Centre (AVRDC), The World Vegetable Centre, Republic of China( Taiwan) founded in 1971, is a non-profit International Agricultural Research Center and aims at alleviating poverty and malnutrition of the people in the developing countries through vegetable research and development and to increase production and consumption of nutritious and healthy vegetables. The Egyptian International Centre for Agriculture (EICA), is a premier research and training institute in Africa under the Ministry of Agriculture and Land Reclamation, Government of the Arab Republic of Egypt and has been organizing a number of training programmes on different aspects of agricultural development. A wide variety of course syllabi have been designed to enable the participants, including AARDO sponsored trainees, to acquaint themselves with the latest techniques in agricultural development.

Objectives: The course comprised principles of cotton breeding and seed supply, cotton agronomy specifying cultivation, pest
control and weed control. The contents covered different aspects of cotton cultivation. Generally, in many areas,
cotton cultivation was affected by incidence of diseases and pests. The emphasis in the course was also placed on
remedial measures to control cotton diseases. Cotton harvesting generally employs special techniques which were
also dealt within this programme. The programme also contained detailed descriptions of cotton seed production
with special reference to the Egyptian cotton production.
The crop of cereals, vegetables and orchards is badly affected by the pests. Agricultural co-efficients practised in many
countries included the special care against insects and pests. Although insecticides are commonly used to control the
incidence, yet biological control of pest management has got to be developed .
The training course on integrated pest control was designed to provide a background of the problems related to the
incidence of insects and management of integrated pest control. The training programme focussed on the principles
of pest control, insects and their biological control and the environmental factor affecting plant diseases. The course,
spread over ten weeks, dealt with subjects related to three aspects, namely, relation to the insects, ii) diseases, and iii)
pesticides. On the subject of insects, deliberations referred to field crops, insects and their control, vegetable crops,
insects and their control, fruit tree insects and their control. It also discussed the problems of insects in the stored
products, locust and grass hoppers, biological control and integrated pest management.

The Desert Research Centre (DRC) is a specialized agency for the development of desert and land reclamation for agricultural development under the Ministry of Agriculture and Land Reclamation, Government of Egypt. The Government of India through the Ministry of External Affairs has been awarding a number of fellowships for the training of foreign nationals from developing countries in the premier Indian institutes through Indian Technical and Economic Cooperation (ITEC) programme under bilateral agreements. Keeping in view of the vast experience and technological know-how available in India in the field of Human Resources Development, arrangements have been made with the Government of India for the award of training fellowships to the officials from AARDO member countries. At present seventy (70) training fellowships are available to AARDO annually. AARDO's financial liabilities are to meet the expenses on both-ways airfare of its candidates participating in the various training programmes in the above institutions. The Korea International Cooperation Agency (KOICA) under the auspices of the Ministry of Foreign Affairs and Trade (MOFAT) implements grant aid and technical cooperation programme of the Government of the Republic of Korea, thereby contributing to strengthening the cooperative relationship between Korea and developing countries. KOICA's mission to contribute to the enhancement of international cooperation in order to promote friendly cooperative relations and mutual exchanges between the Republic of Korea and developing countries; and to support social and economic development of developing countries by performing various cooperation programmes. The Agency plays an important role in the capacity building of the human resources among the developing countries, as they are the crucial elements for their sustainable economic development.
AARDO has an understanding with the Korea International Cooperation Agency (KOICA) for the organisation of an Advanced Training Course on "Sustainable Rural Development (SRD)" for twenty (20) AARDO-sponsored trainees annually. AARDO proposes to continue the programme during the triennium 2021-2023 and extended year 2024. The Programme will be fully paid by KOICA. On the request of KOICA, AARDO may depute 1-2 experts to deliver lecture during the programme. While KOICA will provide board & lodging and local transportation to the expert, AARDO will provide return journey air ticket and honorarium to the experts.

The Park Chung Hee School of Policy and Saemaul (PSPS), Yeungnam University, Republic of Korea has been established to share Korea's experiences in the socio-economic development with rest of the world, and thus contribute to the development of developing countries. The School is a professional educational and research institute and provides a supportive environment to develop global leaders who will play a crucial role in reducing poverty and working for the betterment of the world. The PSPS has students from over 50 different countries, more than 95 per cent being foreign nationals. It has long been organising the "Master's Degree Programme" of one and a half year's duration in five major disciplines.
Since AARDO and PSPS are committed to work towards poverty reduction, they decided to cooperate and collaborate with each other to build up capacities of young officials from AARDO member countries through their participation in the Master's Degree Programme. Accordingly, both AARDO and PSPS entered into a Memorandum of Understanding in 2014. Under the MoU, AARDO has already begun nominating nominees from its member countries to 1½ year's Master's Degree Programme at PSPS in five major subjects.
It is proposed to continue the programme during the triennium 2021-2023 and extended year 2024.

Malaysia
The Government of Malaysia has been transferring technology and know-how to developing countries by offering training fellowships to their nominees in the training programmes on different aspects of agriculture and rural development etc., at its various training institutes. AARDO has made arrangements with the concerned authorities in Malaysia for the training of its sponsored trainees from member countries in the field of Poverty Alleviation, and Advanced Technologies on Tropical Fruits Production & Post Harvest Techniques. Presently, twenty (20) training fellowships are available for AARDO sponsored nominees.
INFRA was established under the Ministry of Regional and Rural Development, Government of Malaysia. INFRA is a training and research institution which bridges the gap between the world of development observers, the world of development practitioners and implementers. It is the Malaysian international centre for research and training in non-formal education and rural management programmes. INFRA's programmes and activities have been directed towards specific management of rural development institution. The training curriculum is focused on inculcating more positive target groups' participation in development process.
As per mutual understanding with the Government of Malaysia, AARDO has been regularly sponsoring nominees to the training course on "Localising the Anti-poverty Agenda: the Malaysian Experience" since 1998. The training course focuses on Malaysian experiences in the field of poverty alleviation and rural development. In the triennium 2021-2023 and extended year 2024, twenty five (25) training slots will be available annually for AARDO sponsored nominees for training programme on Rural Transformation.

International Rice Research Institute (IRRI), Laguna
The IRRI, which was established in 1960 by the Ford and Rockfeller Foundation in the Philippines, is one of the non-profit international research centers supported by the Consultative Group on International Agriculture Research (CGIAR). The Institutes trains professionals in both traditional and new approaches to solve problems in rice production, distribution and utilization. IRRI addresses these needs through its training programmes. IRRI's specialized short-term group courses provide opportunities for scientists to develop research expertise and to transfer appropriate technologies and skill to their respective national systems.
AARDO has been sponsoring nominees to the ongoing training programmes of IRRI viz., Rice: Research to Production, Rice Breeding, Molecular Breeding, etc. The titles of the courses are subject to change on yearly basis. Since these programmes are based on the needs specifically of the rice growing member countries, AARDO proposes to sponsor five (05) candidates to the IRRI training programmes during the triennium 2021-2023 and extended year 2024. In view of the needs of the member countries, it is proposed to diversify the Human Resource Development (HRD) activities in the triennium 2021-2023 and extended year 2024 through identification of needs based programmes, recommendations of the regional offices, and strategies highlighted in the "AARDO Declaration on Rural Development". The new programmes could be organised at some of the selected centres of excellence in the member countries. The Government of the Republic of China has been conducting training programmes on "Land Policy for Sustainable Rural Development" and "Agricultural Development and Policy" at the International Centre for Land Policy Studies and Training (ICLPST). The course is designed for the training of senior level officials or educators in land settlements, land reforms, cooperatives, agricultural development, agricultural credit, agricultural extension and supporting services and rural development planning. Keeping in view of the relevance of this programme to the needs of the member countries, collaborative arrangements have been made with the Government of the Republic of China during 1988 for training of AARDO sponsored candidates in the above field. Six (6) training slots are available annually for AARDO sponsored candidates.

The Asian Vegetable Research and Development Centre (AVRDC), The World Vegetable Centre, Republic of China( Taiwan) founded in 1971, is a non-profit International Agricultural Research Center and aims at alleviating poverty and malnutrition of the people in the developing countries through vegetable research and development and to increase production and consumption of nutritious and healthy vegetables. Since AVRDC and AARDO have common mutual interest in the field of agriculture and rural development and wish to cooperate, collaborate and complement each other's efforts in these areas, they reached a mutual understanding to enter into a collaborative agreement in the form of an MoU in 2014. Under the MoU, the following programme, the Centre allocates 10 fellowships for participants from AARDO member countries in its East and South East Asia Centre, Thailand. AARDO would meet both-ways airfare of the participants while the Government of Republic of China and AVRDC would bear expenses on boarding, lodging, tuition fee, study materials, field visits, etc.
